REPUBLIC ACT NO. 7928
REPUBLIC ACT NO. 7928 - AN ACT SEPARATING THE PUERTO PRINCESA SCHOOL FOR PHILIPPINE CRAFTSMEN FROM THE PALAWAN INTEGRATED NATIONAL SCHOOL AND ELEVATING THE SAME INTO A COLLEGIATE LEVEL, TO BE KNOWN AS THE PUERTO PRINCESA SCHOOL OF ARTS TRADES, AND APPROPRIATING FUNDS THEREFORE
Section 1. The Puerto Princesa School for Philippine Craftsmen is hereby separated from the Palawan Integrated National School and elevated to a collegiate level, to be known as the Puerto Princesa School of Arts and Trades.

Sec. 2. The School of Arts and Trades shall primarily offer secondary trade courses as well a post-secondary, technical-vocational and other relevant courses as may be authorized by the Technical Education and Skills Development Authority (TESDA): provided, that the courses to be offered are consistent with the goals for local, regional and national development. It shall likewise promote research and development in the various discipline and areas of specialization.

Sec. 3. The Puerto Princesa School of Arts and Trades shall be headed by a vocational school administrator who shall be appointed in accordance with the rules and regulations issued by the chairperson of the Technical Education and Skills Development Authority.

Sec. 4. The faculty of Puerto Princesa School for Philippine Craftsmen as well as other personnel shall be absorbed by the new school of arts and trades. In order not to disrupt the operation of the school and to ensure the smooth transition to a school of arts and trades, the incumbent secondary school principal shall serve as the first vocational school administrator.

Sec. 5. No student shall be denied admission to the school of arts and trades by reasons of sex, ethnic consideration or religious belief or affiliation.

Sec. 6. The body of teachers, instructors, master teachers and heads of departments shall constitute the faculty of the school of arts and trades.

Sec. 7. All personnel, records, assets and properties including buildings, sites, and the improvements thereof, obligations, funds and appropriations of the Puerto Princesa School for Philippine Craftsmen are hereby transferred to the Puerto Princesa School of Arts and Trades.

Sec. 8. The chairperson of the Technical Education and Skills Development Authority (TESDA), in coordination with the Secretary of Education, Culture and Sports, shall issue the necessary rules, orders and circulars to implement the provisions of this Act.

Sec. 9. Such sums as may be necessary for the implementation of this Act shall be charged to the appropriations for the Puerto Princesa School for Philippine Craftsmen under the current General Appropriations Act, and thereafter shall be included in the annual General Appropriations Act.

Fees and charges, including government subsidies and other income generated by the School shall constitute special trust funds and shall be deposited in any authorized government depository bank, and all interests that shall accrue therefrom shall form part of the same funds for the use of the School.

The income generated by the School may at their discretion, be disbursed for the professional growth and development, health, welfare and other similar benefits of the faculty members and personnel, for extension and student welfare expenses so that the flexibility on use of income shall be focused on faculty, personnel improvement and student welfare activities, and for expenses necessary for the attainment of its purposes under this Act.

SECTION 10. This Act shall take effect upon its approval.
