REPUBLIC ACT NO. 260
REPUBLIC ACT NO. 260 - AN ACT APPROPRIATING THE SUM OF FIFTY-SIX MILLION TWENTY THOUSAND PESOS FOR PUBLIC WORKS
Section 1. The following sums, or so much thereof as may be necessary, are appropriated out of the General Funds, in the National Treasury not otherwise appropriated, to be released by the President of the Philippines and subject to the provisions hereinafter set forth, for the purposes mentioned hereunder:

A. MISCELLANEOUS

(a) For the investigation, survey, construction,
reconstruction, repair, improvement,
extension, and completion of public works projects,
including the purchase of school, hospital and
markets sites in provinces, chartered cities, and
municipalities, upon the recommendation of the
President of the Senate and the Speaker of the
House of Representatives P26,000,000.00

(b) For the operation of a revolving
fund in connection with the installation of rock
quarry or quarries, including the rehabilitation of
the Los Bas Quarry and Romblon Marble
Quarry 1,000,000.00

(c) For the operation of a revolving
fund in connection with the operation and
maintenance of the Materials Testing Laboratory
which was turned over to the Bureau of Public
Works by the U.S. Public Roads Administration
in the Philippines 50,000.00

(d) For the installation of Photolithographic
Map Reproduction Plant, Bureau
of Coast and Geodetic Survey 70,000.00

B. PUBLIC BUILDINGS

(e) For the maintenance, alteration,
reconstruction, repair and construction of
national public buildings and monuments,
including necessary repairs and alterations of
private buildings and lots rented by the National
Government, and upkeep of adjacent grounds,
and of the mausoleum of Filipino heroes and
martyrs at the "Cementerio del Norte" of the
City of Manila, in an amount not to exceed
P200, including the purchase of necessary
supplies, materials and equipment 4,500,000.00

(f) For the construction, reconstruction, repair
and improvement of buildings and other
facilities for the Armed Forces of the
Philippines, including the acquisition of
sites for military areas and the purchase of
necessary supplies, materials and
equipment 2,500,000.00

(g) For the maintenance, repair, improvement,
construction and reconstruction of
barracks, schools, dispensaries, hospitals,
officers' quarters, warehouses, and other
facilities for the Philippine Constabulary,
including the purchase of necessary supplies,
materials and equipment 2,000,000.00

C. HIGHWAYS

(h) For the survey and construction of national
roads, including the purchase of necessary
supplies, materials and equipment 2,000,000.00

(i) Ford for the construction, repair, reconstruction,
and improvement of provincial roads and
bridges, including the purchase of necessary
supplied, materials and equipment 2,000,000.00

D. SANITATION

(j) For the construction, repair or reconstruction
of national, provincial, city and municipal
hospitals, dispensaries and maternities, including
the purchase of hospital equipment 800,000.00

(k) For the drilling of artesian and draftpump wells,
reconditioning and/or repair of drilling machines,
maintenance of well drilling tools and equipment,
including the purchase of necessary supplies,
materials and equipment 1,000,000.00

(l) Ford in the investigation, survey,
construction, repair, reconstruction, extension
and improvement of water supply systems,
including the purchase of necessary supplies,
materials and equipment 1,000,000.00

E. FLOOD CONTROL AND DRAINAGE

(m) For the investigation, survey,
construction, reconstruction, repair and
improvement of river control and drainage
works, including the purchase of necessary
supplies, materials and equipment 4,000,000.00

(n) For the improvement of drainage
and sanitary conditions in the North
Harbor, Manila 420,000.00

F. IRRIGATION

(o) For the investigation, survey, construction,
reconstruction, repair and improvement of
irrigation systems, including the purchase
of necessary supplies, materials and
equipment 4,360,000.00

G. INVESTIGATION AND SURVEYS

(p) For the investigation, survey, construction,
repair and completion of sea protection
works, including the purchase of necessary
supplies, materials and equipment 1,000,000.00

(q) For the investigation, survey and adjudication
of water rights, including the purchase of
necessary supplies, materials and equipment 25,000.00

(r) For making hydrographic investigation in
connection with the study of water supply, irrigation,
water power and river control projects, including
the purchase of necessary supplies, materials
and equipment 45,000.00

H. RFIELDS

(s) For the acquisition, construction, improvement,
maintenance and operation ofrfields for
commercial aviation 2,000,000.00

Sec. 2. The following sums, or so much thereof as may be necessary, are hereby appropriated out of the "Port Works Fund" under Act Numbered Three thousand five hundred and ninety-two, as amended by Commonwealth Act Numbered One hundred and thirty, not otherwise appropriated, to be at the disposal of the Secretary of Public Works and Communications, are subject to the provisions hereinafter set forth, for the purposes mentioned hereunder:

(a) For the reconstruction and improvement
of national ports and the purchase of necessary
supplies, materials and equipment P700,000.00

(b) For the reconstruction and improvement
of lighthouses and otherds to navigation,
including the purchase of necessary supplies,
materials and equipment 300,000.00

(c) Ford in the reconstruction and improvement
of municipal ports, including the purchase
of necessary supplies, materials and
equipment 225,000.00

(d) For the investigation and survey of
ports and port sites, including the purchase of
supplies, materials and equipment 25,000.00

Sec. 3. All sums appropriated under section one of this Act shall be released only after certification by the Secretary of Finance and the Auditor General to the President of the Philippines that there are sufficient funds derived from current revenues in excess of authorized appropriations for the ordinary operating expenses of the National Government in the Philippine Treasury to warrant such release and that no amount appropriated in this Act shall be set up in the books of the General Auditing Office or otherwise made available for expenditure unless previously authorized by the President of the Philippines.

Sec. 4. The President of the Philippines is authorized to suspend or otherwise stop the expenditures of any amount herein appropriated for any purpose, or any portion thereof, whenever in his opinion the public interest so requires, or when funds shall not be available for the purpose, and thereupon the funds affected by such action shall become available for any other public works expenditure authorized herein as the President may determine.

Sec. 5. This Act shall take effect upon its approval.
